Why does Walter think the parking attendant is cocky?

Walter thinks the attendant is cocky and arrogant because he jolts him from his daydream by shouting at him, even though Mitty is in the wrong. Thinking Walter inept (he's entered the wrong way through a one-way), the parking attendant tells him that he will park the car.
