Why does Red believe that the term "rehabilitation" is a "politician's word"?

In my opinion, he believes that it is a politician's word because its true meaning is ambigious and open to interpretation.

Have I rehabilitated myself, you ask? I don't even know what that word means, at least as far as prisons and corrections go. I think it's a politician's word.
