How and why?
If the Arab had been given a name the story would become more personal. In context, the name of the Arab doesn't matter because he could have been anyone. Meursault wasn't thinking, plotting, or acting from emotion. He shot the man four times, even after realizing he'd ruined his own life in the process. But at that moment, I truly believe if it hadn't been the Arab, it would have been someone else.
