THe legal system is a strange place to be in for Meursault. He considers himself just a normal man, yet note that the magistrate looks at Meursault with much curiosity. Both the lawyer and Magistrate represent a sense of otherness in Meursault's life. To give them names might legitimize them within the context of Meursault's life. I think Camus wanted to separate the law as an external force in his protagonist's life. That's my take anyway.
