Explain the trouble that Brett is in when she sends the telegram to Jake pleading with him to come to Hotel Montana in Madrie?

In page 242 It starts off with the telegram and it doesn't give and explanation whats wrong. I noticed that the same telegram was sent 1 form Paris and other from Pamplona. I have no clue if this is involved with the problem and if it is referencing the later conversation.

Same problem...... In Chapter 19, Brett sends for Jake because she is going to dump Romero and ask him to leave. She's worried that she won't be able to get him to go away by herself, and she has no money to leave. Thus, she calls Jake.... the old standby.
