No, Cristof does not control Truman completely. The network does control Truman's environment, but Truman has his own mind, and does not always react or behave in ways that are expected of him. Truman's emotions are his own, as are his behavior, but he is also emotionally manipulated in a number of ways. His fear of water was manipulated by the supposed drowning of his father on a fishing trip, the media (television to which he's exposed) cites the dangers of traveling, thus he is happily a homebody. None-the-less, some human emotions aren't so easily manipulated, like falling in love.
