Why did Mr. Watson call the landlord a snake in the grass?

Mr. Watson calls the landlord a snake in the grass because he's hiding. The apartment's furnace isn't working properly and the landlord has taken his phone of the hook so they can't get through to ask him for help. (Page 6)
