Why does Joey see Kenny across the street when Kenny isn't really there?

Joey said she saw Kenny waving to her across the street, but Kenny says that he wasn't there.

Joetta was not hurt in the bombing. She just thought she saw Kenny waving to her.She follows him home but it wasn't Kenny. I'm not sure that we find out who it was in the end.
