Why do you think Mr. Ross introduces a symbol and a salute?

People need certain gestures and signs to form identity with. They need simple cultural markers to feel a sense of tribal belonging. The Nazi Swastika and salute are examples that Mr. Ross tries to replicate with his "wave".
