What is meant by the title ''THE WIND IN THE WILLOWS''?

I think the author wants to evoke the sound of the wind and imply there is more going on in the willows than simply what we might think: there is an entertaining animal world going on if we let our imaginations take hold.

The author wrote this book to tell people that they can enjoy freedom and beauty of a land except libing in stuffy cities
