what actions did joe take when he got to town?

I'm thinking that you are referring to when Joe gets to Eatonville. Both Joe and Janie are disappointed with the town. THere is really no infrastructure there. Joe demands to speak with the mayor but is informed that there is no mayor. Joe buys some neighbouring land and builds a general store and a post office. Joe eventually secures a street light, from Sears, and has a big party to honour the town but really he throws it for himself. Joe is "elected" mayor and he is finally feeling like a somebody.
