What does Tony's reaction to Hannah'sbehavior tell you about his character? Should he be held responsible for Hannah's decision?

Tony really didn't know what Hannah's plan was. He did not know that Hannah giving away her possessions, like her bike, was a sign of suicide. He gave Hannah his dad's old tape recorder not knowing what she wanted it for. Tony was disturbed by what happened but I don't think he felt responsible
