In the story three men in a boat why was montmorencynot to keen to go on boat ?

MONTMORENCY WHY HE WAS NOT TO KEEN TO GO ON THE BOAT .IT IS RIGHT TO FEAR OCEAN AND THE BOAT

Though J. worries that Montmorency will get bored in the boat, they decide to bring him along anyway. Initially Montmorency is apprehensive to get on. I'm not sure how a small dog should feel about getting on a boat but I imagine that it is not a natural thing to do.
