How can ice be shallow in -70? Why does the man have to watch for this ?

There is a hot spring in the mountains from which warm water flows down under the ice. It creates pockets of thin ice where the water settles. The man can step on this thin ice and get his feet wet. He could lose his foot in a matter of minutes in that temperature.
