In To Build a Fire, is the man being unfair by forcing the dog to take the risk? Why or why not?

The man is rather a jerk. He should have made camp a long time ago. The dog, in his own way, had warned the man of the folly of continuing the journey. It is not fair to use his dog to find thin ice.
