Certainly the dog seems much smarter than the man. The dog knows, through generations of evolution, that this trip is foolhardy. The dog knows that it is far too cold outside to be travelling. The dog tries to convey this to the man through its instinct to lag behind. The man does not heed the dog's warnings.
