There are a number of descriptions of the courthouse scattered throughout the text. I have provided a few of them below.
Maycomb was an old town, but it was a tired old town when I first knew it. In rainy weather the streets turned to red slop; grass grew on the sidewalks, the courthouse sagged in the square.
In the beginning its buildings were solid, its courthouse proud, its streets graciously wide.
From these description, we can infer that the courthouse is a old as the town, and it doesn't seem as if it receives the tender, loving care that it likely deserves. None-the-less, it still stands in the midst of the town square, although not quite as tall and proud as it once was.
