How does the point of view shift in the last paragraph of chapter 9?

Chapter 9
I'm not sure the point of view shifts more than there is a shift in theme. Scout overhears Uncle Jack and Atticus talking. Uncle Jack explains that he doesn't want to have children because he doesn't understand them well enough. Last Paragraph does have adult Scout voice instead of little Scout voice.
