What is odd about the question "what reasonable recluse wants children peeping through shutters"?

Boo preferred isolation and staying behind the scenes. One of the reasons the children are curious comes purely from the fact that they don't understand his reclusive behavior. This statement, although completely true, is ironic because of his love for staring out from behind the shutters.

Society might think that a recluse lives an odd lifestyle and thus anything that happens is already odd.  The idea that kids might want to spy on a recluse is odd because part of what a recluse wants is to be left alone and thus, spying on someone who wants not to be spied on is very odd.
