What is the plot/conflict of the fire at Miss Maudie's?

Miss Maudie's house burns down which is terrifying for Scout. The town lacks proper fire suppression resources so it is very tense and sad when her house burns down. Ms. Maudie, however, is not that upset. She says she was hoping to downsize anyway.
