The Ewells are in a lower social class; they live in ignorance and do not value education. They tend to be villainous and generally want to cause trouble regardless of age.
Atticus says that, “They can go to school any time they want to, when they show the faintest symptom of wanting an education.” He adds that,“There are ways of keeping them in school by force, but it’s silly to force people like the Ewells into a new environment.”
