You're talking about what Cole accomplishes through the end of the novel? If so. I'd have to say yes. Cole, his mother, Peter, and Cole's father are able to enter the healing process because of the court's decision. Note, that Cole's request that Peter come to the island is significant. His own healing has permitted him to reach out to Peter, and although Peter's arrival brings many conflicts, Cole the perpetrator is an intricate part of his victim's healing.
