Why does Cold believe Garvey is at the top of the food heap?

Garvey tells Cole that he might be able to avoid prison by going to circle justice. Cole sees this as a chance to manipulate adults to get his way. He thinks that the world is full of "fools and suckers" and Garvey is at the top (meaning Garvey is a fool for giving Cole an easy way out.)
