Jim eavesdrops on Silver talking to Tom on the island. It is clear from this conversation (and the ones on the ship) that Silver is orchestrating this mutiny. Tom tells Silver, "Silver, you're a brave, smart, rich guy – why would you follow the words of this bunch of low-lives?" Certainly Silver is making the decisions.
