Why was Jim more afraid of pew than old buccaneer

Pew has no friendly side or a personal sense of morality. Pew is described vividly, at first as a blind old man who "rat-tap-tap" with his stick but, deceptively, also an evil, mean adversary who is willing to use physically prowess in order to cower those around him.
