Do you think what Bass did was enough to help Solomon? Can you think of any other things he might have done?

I believe Bass did everything he could do in the situation. He knew that if Solomon was in fact a free man, he was being held illegally, but he also knew that without proof, his own actions would be punished, and Solomon might well be killed.
