2000 jetta 2.0 cooling fan problem

I have replaced the cooling module and the sensor in the bottom of the radiator. Even if I drive the vehicle 10 feet the fan runs 8 minutes. I have seen the "smaller fan" called an over cooling fan or the air conditioner cooling fan.The wires are cut to the air conditioner. We have put the vehicle on a hand held accutron code reader, no codes come up. I have never seen the larger fan engage. The car does not over heat. There is power to the larger fan. I have read all sorts of cooling fan problems with the VW's. I am disabled  and can't afford 70$ an hour to correct this.
