In my opinion, Phoebe fails miserably if her intent is to follow Sal's advice. Phoebe is impetuous, quick to judge, and often unkind. She doesn't think before she speaks, and her tendency to judge people without thought is the norm. Phoebe can't bring herself to look outside the box and see people for what they are. She is simply too self-absorbed.
