What effect does the phrase"the frost was in his feet"have on the reader?

Then it was cold.jere was no warm side of a tepee against which to snuggle.The frost was in his feet , and he kept lifting first one for foot then the other .

White Fang was no longer in the tepee. He felt the wildness of the frost in his feet. This gives the reader the impression of nature's unforgiving cold as well as White Fang's natural resilience to it.
