This is the famous pamphlet that Defoe published in the late 17th century advising England on proposed improvements to the infrastructure provided by the government.

He begins by introducing the publication and explaining who he is and what his history has been of working in social government projects. He then explains the current status of those projects, from the beginning all the way through the present. Then, he begins detailing ideas for the future, showing ways that government programs could improve their society.

He explains that government programs should be managed and continually revised and updated so that there is a programming program. Then he explains his program ideas for establishing a better bank system for the people to invest and save their money. He explains that it is time to consider the future of highways, given the infrastructural need for roads. Also, he explains that the economy could be improved by offering assurances to merchants so their risk is mitigated.

Then he turns to address the people themselves, explaining that a program could be instituted to make for friendly societies, perhaps offering polite events to allow towns to get to know their neighbors. He offers a plan for a pensions program, and explains the need for retirement planning. Also, he explains some thoughts on various situations that people encounter, like wagering, or declaring bankruptcy, or allowing people to go to school with government funds, or even adjusting the benefits given to seamen or merchants.
