Schema has realized the significance of Hatch's report; all the damage to the Elgen facility and property was caused by the electric children, which were a byproduct of their own Neo-Species Genesis Program. Hatch's training and teaching of the children led to the rebellion of Michael and the formation of the Electroclan, which was the agent of destruction to the facility in Peru. Like in Shelley's novel Frankenstein, the creation (the Electroclan) has turned on its creator (the Elgen).

Dr. Hatch, Ch. 14

In this quote, Dr. Hatch reveals his attitude concerning fate and fortune: he takes the Machiavellian approach, believing that one must actively take initiative and do whatever it takes, usually through force, to ensure one's own advantage. This manifests itself in his plan to take over the island nation of Tuvalu and create and Elgen base (a self-serving and pragmatic move to amplify his own power).

"Two millennium ago they wrote of our day." Hatch looked back out over the water. "And I saw a beast rising up out of the sea, having seven heads and ten horns, and on his heads a blasphemous name. Now the beast, which I saw was like a leopard, his feet were like the feet of a bear, and his mouth like the mouth of a lion. The dragon gave the beast his power, his throne, and great authority. And all the world marveled and followed the beast."

Dr. Hatch, Ch. 15

Dr. Hatch, talking to Quentin, is quoting the Book of Revelation from the Bible, saying that its prophecy relates to them. The beast represents the electric children, who will tower over the rest of humanity. The number of its seven heads and ten horns (7 + 10) represents the seventeen of them. The dragon, Hatch says, is himself, who gave the children power and will give them authority. This megalomaniac tendency to write himself into the final story of humanity as prophesied thousands of years ago speaks to Hatch's delusions of grandeur that accompany his superiority complex.
