How does Mr.Severe treat the people he oversees? Why might Douglass have included Severe in the narrative?

Mr. Severe is the overseer at the Great House Farm. He was cruel and conscienceless, as well as an unbelievably profane man. He represents the illogical depravity in white men who mistreat their slaves. He brings (note his name) cruelty to a whole different level.
