"Partition"

The concept of partition has a metaphoric function. While it literally implies the parting or separating of something --in this case the physical land that would become India-Pakistan-Bangladesh -- in Indian history and in this essay it refers to the bloody historical moment when Hindus, Sikhs and Muslims were massacred in the hundreds of thousands, marking the beginning of independence.

Gandhi's outfit

This refers to the entirely of Gandhi's possessions at the time of his death. Orwell says that these items added up to approximately five British pounds. The minimalism of "Gandhi's outfit" stands in for his aceticism,which was an important part of his politics of non-violence.
