An action potential will not occur in response to a hyperpolarizing graded potential. The effect of the hyperpolarizing graded potential is to make the inside of the cell more negative; therefore, it is harder for the membrane potential to reach threshold.

Resting potential is about -70 mV; threshold potential is about -55mV. A hyperpolarizing graded potential drops the membrane potential to about -80 t0 -85 mV. This makes it very difficult for the membrane to reach threshold and to generate an action potential.
