Water droplets move with the dog's hair, which changes both direction and speed. An adhesive force keeps the droplet on the hair.
When the adhesive force becomes insufficient to counter the changes in the velocity, the droplets lose contact. When they lose contact, no further changes in velocity occur due to the movement of the dog's hair. From the 1st Law, these droplets will fly off the hair with the velocity that both it and the hair had at the moment of release. Being airborne now, the droplets are affected by gravity and are in free fall, and will eventually fall to the ground.
