The story goes back to Dr. Urbino's young life, beginning with his return from studying medicine in Paris. He returns home homesick, but is disappointed with the conditions in which those in his home country live. He becomes obsessed with cholera and it's spread, eventually contributed significantly to how sewage and sanitation is dealt with in the city. His public policy victories, however, are unable to be truly enjoyed, because when he achieves them he has fallen in love with Fermina Daza.
