Was President Snow telling Katniss the truth?

Students will probably be divided, as Katniss is herself. Snow has manipulated Katniss throughout the three novels; those who have read the earlier books recently might, in fact, be less inclined to trust him. However, some students may point out that Snow has not lied to Katniss, not even in the second book, Catching Fire, even though he has used, manipulated, and tortured her. The logic he presents in Chapter 25 seems sound.
