Our entire economy is based on free market principles, so there shouldn't be any distinction made between private and public organizations - in the eyes of capitalism, they are the same.

This question has to do with point of view. If someone is a capitalist, they will likely say that they believe that competition should apply to both private and public organizations. If they a socialist or a communist, though, they will likely think that competition should only apply to private organizations. Or, more likely, that competition shouldn't apply at all.
