The name "rational" comes from the word ratio. Rational numbers are numbers that can be described as "defined." Numbers that continue on and on that don't have a last number (Ex 4.45645778634.. etc.) would be irrational.
The values "a" and "b" are integers where "a" is the numerator and "b" is the denominator and does NOT equal 0. This means the numbers are rational.
