In order to proceed with a test of hypothesis for the mean, first we need a mean to be tested and then we collect a sample from which a mean will be computed.
Statistical significance means that there is evidence that the sample mean is greater than or less than the mean to be tested according to the methods of the hypothesis test. But, it does not mean that the sample mean is significantly greater or smaller than the mean to be tested. It depends on the case we are studying. If the sample mean is considerably different from the mean to be tested, it has practical significance.
Sometimes there exists statistical significance, but without practical significance. This usually happens when a large sample is obtained.
