This situation obtains because only a relative few (inexperienced) plasma cells respond to a first immune challenge. But after the primary response, thousands of memory cells remain in waiting for a chance to respond quickly and vigorously to a specific antigen, if it strikes again. Successful immunization /vaccination is based on the generation of memory cells.
