Draw 3 C in straight chain. Add double bond in between C1 and C2 carbon. Place a 'Cl' atom on C1 position and remaining valency of C atoms is filled with H. we get 1-chloro-1-propene.
Similarly, Draw 3 C in straight chain. Add double bond in between C1 and C2 carbon. Place a 'Cl' atom on C2 position and remaining valency of C atoms is filled with H. we get 2-chloro-1-propene.
