1) The lewis structure is drawn the way it is written. The hydrogens are drawn attached to the carbon which is double bonded to N and N is bonded to hydrogen. 2) The dipole moment in C-H bond is towards carbon because carbon is more electronegative than hydrogen, in N-H bond is towards N because nitrogen is more electronegative than hydrogen and in C-N bond is towards N because nitrogen is more electronegative than carbon. The lone pairs also contribute towards the molecular dipole moment. Thus, the molecular dipole is towards N. 3) The compound has a large dipole moment.
