The women go to the Assembly dressed as me and listen to Praxagora orate to the crowd. The women in the audience cheer her on with vigorous support, and thus the Assembly supports Praxagora mostly it seems because of the wildly popular reception of her ideas. Thus, the play is saying that the Assemblymen vote note for what they truly believe in but instead for what is popular.
