How do Kyra and Delaney's perspectives on the labor exchange in the Shoup (near the 7-Eleven) differ? What do they do about their feelings?

At this point in the novel, Kyra has made it clear on a few different occassions that she does not like the labor exchange. It bothers her to see the groups of Mexican men hanging around everywhere, and she thinks that it is an eyesore that will bring down property values. Therefore, she asks Mike Bender to use his influence to get the exchange shut down.
