How have the outpost's circumstances changed since Chapter 1? Why did these changes occur?
There has been a complete reversal of fortune for the outpost and the empire since Chapter 1. The reason given for these changes will depend on which point of view one takes. According to the empire, the near dissolution of the outpost is a result of the barbarians - they lost most of their food when the embankment was flooded and the army was nearly all lost in the mountains because they were lured their by the barbarians.
