In this quote, Truth likens the size of a man's intellect to a quart and a woman's intellect to the smaller measurement of a pint. This is an allusion to the common belief at the time that men were more capable and more intelligent than women. But Truth goes on to inquire why women cannot make full use of that "pint," even if it is a smaller vessel than that of the men.

Man "between a hawk and a buzzard" (Metaphor)

The metaphor here is analogous to the modern idiom, being "trapped between a rock and a hard place," or any other figurative description of being forced to choose between two options that are equally unpleasant. Truth suggests that white men in America are positioned between two bad options: giving rights to the slave or giving rights to women. Truth's opinion, of course, is that it is a false choice. Both together should be given their rights.
