We are asked to determine signs of $x$ and $y$ that would make the quotient of $\frac{x}{y}$ less than $0$. A positive $y$ value that is squared will give a positive product. Dividing this by a negative $x$ value will give a negative quotient value that is less than $0$. Likewise, a negative $y$ value that is squared will give a positive product (negative times negative is a positive). Dividing this by a negative $x$ value will give a negative quotient value that is less than $0$.
