Ferdinand speaks these words to Miranda after meeting her upon the island. He is under Ariel's spell of love and sees Miranda as the only woman whom he could ever love for the rest of time.

Prospera says this of Miranda when she is giving her daughter to Ferdinand. She is speaking of how beautiful her daughter is, that no woman can nor ever will compare to her radiance.
"No tongue. All eyes. Be silent."
Prospera tells Miranda and Ferdinand here to be quiet, to let their tongues stay immobile in their mouths and watch as she reveals spirits before their eyes.
