How has the tone of the novel changed in these chapters?
It has, in the main, become even more severe and frightening. Stowe as an author seems aware that her primary slaveowning characters have been benevolent slaveowners, and she means to show the worst corners of the system. However, using the conversation on the boat, she is careful to point out that the worst people are not necessarily the worst part. The novel depicts a succession of characters in desperation, and the cruel Legree and his henchmen seem to represent the lowest depths to which Tom can fall.
